SOURCE: GE Monogram freezing food

I got the same problem.
Temperarily solution:
Open the top hook overnight and you will see the temperature will return to normal i.e. 1 degree F

I suspect there is the thermostat or some type of thermal sensor that prevent the freezer to operate during summer time

Hope it help

SOURCE: GE Monogram Built-in refrig has blocked evaporator drain.

You should be able to see the drain under the coil. Part 804 on this diagram. Your drain tube may be stopped up with ice at the upper end because it drains too slow because it's stopped up at the lower end in the evaporator pan under the unit at the floor. It can get dust and mold in it. Once you get the ice out at the top a little pressure with a turkey baster will usually clear it out. Flushing it out with hot water and clorox may help.
Make sure it drains quick enough to prevent refreezing.

The coil underneath the refrigerator, called the condenser coil, is probably blocked with dirt. This causes undue heat on that coil and the dirt stinks. The condenser coil must be cleaned thoroughly.
