It is more than likely the lid switch. Most modern machines will fill with water and then wait for the lid switch. If it is bad they will just sit there.

Chances are it is a malfunctioning timer. These washers have something similar to a clockwork that gradually, slowly spins the inner workings to cause the machine to agitate, drain, spin, etc. The same type of mechanism can be found on driers and automatic dishwashers. If it is a newer machine, it may be controlled by comupter.
If you can manually spin the dial to the next action and it works, I'm guessing that is the problem. These dials to burn out, especially in older machines. Best to have it professionally diagnosed, to avoid repairing the wrong thing, and to maintain your warranty if it is still active. Best of luck!

The most likely cause for water fill temperature problems is the solenoid has burned out, usually cold first, it gets used more. Not a repairable item , easy to replace

SOURCE: Broken Machine-Kenmore 70 series Washing Machine

This is commonly caused by a lid switch malfunction. If your model number is correct, the lid switch for your washer is located under the right hand side of the washer casing along the wash tub rim. The switch is activated by a small plastic piece on the washer lid (called a "lid strike") through a small hole. The switch contacts close when you shut the lid. In many cases, the lid switch either comes loose, or the lid strike breaks off. In both cases, the washer will exhibit the symptoms you describe. Open and close the washer lid and listen for a distinctive "clicking" sound as the switch contacts close. If you cannot hear the switch, make sure the lid strike is intact and the mounting screws for the lid switch (located around the wash tub opening on the casing) are tight. Sometimes, all it takes is to tighten the lid switch screws to realign it with the lid strike. If the switch is defective, or the strike is missing, parts can be ordered on line at searspartsdirect.com. Just type in your COMPLETE model number, which can be found on a nameplate under the washer lid. The lid switch and lid strike will be listed under the "Top and Cabinet" heading. Other sites that offer competitive pricing are repairclinic.com and appliancepartspros.com. If you require instructions on how to replace the switch, you may use the following link:

If you have questions, or if the diagnosis is incorrect, please let me know. I hope you find this information helpful.

SOURCE: Type 111 filled with water and stopped

with the machine off, turn the cycle dial around 3x very harshly, then try it again. If it works normally now, you'll need a new cycle switch soon!

SOURCE: Kenmore 70 Series washing Machine won't stop filling with water

filling and never stops and never agitates? then check level switch and hose, any hole in the clear hose to the level sw can cause this. if airtight then replace level sw.

Kenmore washer 90 series continue to fill w/water. Load size won't stop the fill... had to shut off water source. won't get to agitate phase... just want to stay at fill stage... can drain, spin,...

Sounds like the fill switch needs to be replaced. A good way to test it is to set your machine on low fill and see if it fills past 3/4. If it does, it's the fill switch.

Washer filled with water but won't do anything

AT the time that you describe, the lid switch must be closed. Check that switch.

HF error flashes, then after 7 min. drains machine, but won,t go in wash cycle

Kenmore HE3T front loading washing machine. About every 2 minutes the cycle stops and flashes an "f" then an "h" on the display over and over again. **

That error code can be the result of no water detected entering machine after 30 seconds or pressure switch (water level control) activation not detected after 8 minutes of filling.

If there is no water in the machine at the time, make sure that both water taps are turned on, check for kinked fill hoses or plugged sediment screens in them and verify the water fill valve operation.

If there is water in the unit, verify drain pump and water pressure switch are operating properly, the pressure switch hose is in good condition and properly connected to the pressure switch. Also, make sure the water is not siphoning out of the machine prematurely due to an improperly installed drain hose

That error might also be caused by too much suds in the wash water like can result from using non-HE detergents

The first thing seems to be the timer,or the water level switch. Try filling the washer with water by hand, if it starts to agitate after being filled its the timer, if not it is the water level switch, let me know if you need further assistance.
