Yes, you are correct, that is a drain. Use a turkey baster with hot (not boiling) water to flush out the drain tube until water will flow out into the drain pan under the refrig. (where the air blown over it will cause it to evaporate)

Remove the food from the freezer . Remove the rear freezer panel , inside the freezer . At the base in the rear , use a hair dryer and defrost (you'll see a drain hole possibly in the middle of the drain ) . Defrost drain hole until hot water can be poured and go thru the hole . I use a small hose to blow thru the drain hole to remove any debris which could have accumulated inside the drain line .
