If you do not mind loosing any data press and hold reset button for 30 seconds will set back to factory default settings or snap case open and try cleaning button surface where it connects

I assume it's not a surface PRO 2 but just a regular Surface 2. The surface 2 runs Windows RT which only runs specials apps designed for it. It can't run software that is made for regular Windows computers. Unless garmin creates specific software for Windows RT I'm afraid that it might never work.
Hi Lisa, because the surface is a fairly new device you should be under warranty, contact windows surface here Microsoft Surface they should be able to help you out.
Sounds like you need to do a system refresh, RT is usually quite responsive.
Swipe right to open charms menu, then click on Update and Recovery, then Recovery, then choose "Refresh you PC without affecting your files".
