I have 3g service, LG android 3g phone but it will not connect to Google plus server

Its sounds like when you did a factory reset it cleared your login information, just re-enter the email address you originally used for yiu Gmail account and the password - if you can't remember the password click the forgot password enter your email address in the box provided and you'll be emailed with a password reset. Once you've done that re login with the email address and the new password.

The 3g signal depends on the Mbps speed of your mobile phone 3G feature.Normally 1.7 has 3g speed as 3.6 Mbps.But now a days 2.2 has 7.2 Mbps speed.
Basically the OS version do not affect the 3G speed.Even in some mobiles 2.1 version has the 3g speed as 3.6Mbps.
When you are very much concerned with the 3G speed then buy a mobile with 7.2Mbps speed.
