To get into the machine read THIS first.After you have accessed the innards then you can easily remove and check the water valve. . Hook the water up to the valve. Get a suicide cord and apply 120 vac to each of the coils and see if they open.

The most likely culprit in a "no fill" scenario (especially after you've replaced the valve) is the Overflow preventer. It's designed to kill power to the valve if the water level gets too high. It does this by floating up as the water level rises.
Open the dishwasher door and remove the lower rack. You'll see it in the tub on the left side (the round thing that looks like a little hat). If it's stuck in the up (overflow) position, you won't get water. Raise and lower this device a few times... you should hear the "click click click" of the kill switch. Now just make sure it's in full down (ready for water) position and fire up the dishwasher. You should get water now.

You can shut off the water, then remove the hoses to see if the screens on the fill valve are gunked up. This is much easier to do than to replace the valve. I think you'll have sucess on that route :)

You will have to have an electrical test done. If it's not filling, that means there's no current getting to the fill valve. Have a qualified technician do an electrical test. But also, have him test the timer, too!
