The phone must be jailbroken to install cydia. However, the is/was a web site you could go to to view what apps there were on cydia, to help you decide whether it was worth jail breaking your phone. Unfortunately I don't remember the link to that site. Do a search or just jail break your phone.

To unjailbreak your phone, you will need to restore with iTunes, however, if you would like to just remove the Cydia Installer, which is highly NOT recommended, you can do so from Cydia itself.

Just remember, uninstalling just Cydia will leave you without a Package Installer if you don't already have another Package Installer ready.
