If the battery is fully charged you most likely have a blown main fuse. If you can't find it send me the model of the mower and I will try to assist you. Regards Phil.
have you checked the fuse? there is a 20amp yellow fuse under the hood just below the solenoid same side as the blade engagement switch.also be sure all your lock out switches are working or by passed.
sounds as if you have one of the safety switches keeping the starter from cycling. If it cranks over when you jumper across the starter solenoid then it is a safety switch. they are usually under the seat, on the clutch pedal, on the blade engagement lever and on the gear shift which has to be in neutral
Locate the red wire on your battery and trace it to your starter solenoid. There normally is another smaller red wire from the starter solenoid that is connected to the equipment's fuse. Check if fuse is okay by visual means or with a multimeter (set on resistance scale). If fuse is okay, check red wire from battery to the fuse for continuity. Good luck.
