We don't sell tablets, we only try to answer questions. You should try to contact the firm you bought the tablet and ask them. It could be the tablet does not come with a charger. For that just look on the net, what a complete package for your tablet is.
I would not tell the shop I tried others chargers, because if the tablet is defect they will blame you for not using the right charger.
Not knowing what tablet it is I even can't give an advice on how you could charge it, because lots of tablets can be charged with an USB cord, connected to a computer.
The tablet is bad, the charger is defective or the tablet is just frozen. Try pressing and holding the power button for 20 seconds, or look for a pin hole on that back and stick a paper clip it in for 20 seconds. If neither work consider replacing the charger and if that doesn't help return or replace the tablet.
Try to fine out what is defect the charger, the cable, or the tablet, by testing other cable, charger and tablet. not all 3 the same time, but one at the time.

The charger powers the tablet while it charges the battery. I would say the battery is defective or isn't connected properly. I'd recommend returning it. Opening them usually voids the warranty.
it sounds like the charger is worn out, its output is noisy, if it works ok on battery then replace the charger, avoid using the bad charger it may damage your tablet.
