You should _always_ discharge a capacitor before testing it! You may damage the instrument if not.
One must treat capacitors with a LOT of respect. Especially DC caps. They have been known to kill people or at least deliver a shock that you will not soon forget. Discharging the higher volt DC caps sounds like someone fired a powerful gun. Don't use a screwdriver to discharge those caps, that's why they tell you to use a 100k Ohm resistor. Grounding probes work well for discharging caps too. BE SAFE, if you don't fully understand what you are doing, don't do it.
