If you did not replace the cyan cart with a new one, the old one is likely empty, too. If it's a new one, take it out, and wipe the contacts off (also, some HP carts have tape across the contacts when new, and you have to remove the tape before installing the cart.)
This can be caused by a few problems.
1. dust in printer: get blower an blow the printer out.
2. Paper stuck somewhere in printer: look as error and where paper jam is in and inspect that part of the printer
3. faulty sensor: replace sensor

Go to the printer panel and make sure the drum and toner carts don't show empty. Try removing and reseating the drum and the toner carts. Also, see if it will print a supplies status page from the printer interface. You can also try to hold the cancel button for 5 seconds to bypass the error. Try putting in a DIFFERENT cartridge first then back to the refilled one.
HP tried forcing one to install new by imbedding a serial number in the cartridge read by the printer. Once you temporarily change to a different serial number it will accept the old again.
there is a sensor which recognises the amount of ink u have in ur cart. if that sensor doesnt work, then printer will not recognise the ink in the cart. Try cleaning the copper contacts on the printer cart slot. if no go. look for service..
