Try placing the phone in a bag of rice for 2 days or even 7 days.

The Rice should suck up all the moisture and if your lucky it will have no damage and will start up again.

If you have no idea on how to repair it, my honest suggestion is that you get somebody with expertise to fix it. Usually, if you already have the touchscreen a professional shouldn't charge you that much. Hope you get it fix.

Your carrier has added a block to your phones programming. When you reach your limit of 3g, it automaticly downgrades before letting your call go through. If your phone is an android, you can fix it yourself by downloading a program that let's you into your phones programming screen. Be careful though, there are other things in there that if you change, you will screw up your phone! Make sure you write down what you change, so you can put it back! Try accessing google "Photos" and deleting them there.

You need to contact your service provider, as the phone is master reset, you need to install the internet setings on the device again. Also check if the data plan is active on your device after the reset.
