Cydia is an open marketplace for ios

Go to Settings - General - About look at what version number you have. If you have 8.3 then you are out of luck for a while until they figure out how to jailbreak it. hopefully soon
If your iPad was properly jailbroken, Cydia is automatically installed on your device. If you do not see Cydia as one of the Apps, either it was never properly jailbroken or you accidentally deleted the app. In either case, go through the jailbreaking process again. Make sure your iOS version is supported by the jailbreak program.
Also, anytime you update your iOS version, you will lose your jailbreak. It's never a good idea to update iOS unless you know the new version is supported by the jailbreaking programs. Also, never update OTA (Over the Air) aka wirelessly. ALWAYS update your iOS by plugging your device into a computer and doing it through iTunes. Doing OTA updates sometimes has crippling effects.
Unless you used an original version of the PanGu tool, Cydia is installed by default with most all Jailbreak methods. I would recommend restoring the OS and then Jailbreaking again using PanGu (PanGu iOS 8 jailbreak tool pangu io)... assuming you're on iOS 8. Leave a comment if you're running an older OS.
I presume the iPad turns on normally and works. You just want to unlock it to be able to install non-approved software. In that case you need to JAILBREAK to unlock the iPad. Yes you need software to Jailbreak, and software to back up data, plus you need step by step instructions you "must" follow exactly in order for the Jailbreak to be successful.
Since each IOS requires a specific program, you must search for a program which does an iPad4 plus the IOS on the iPad. Finding a jailbreak is quite simple by entering in Google Search "Jailbreak for iPad 4" that's if a jailbreak exists for your specific iPad.
After hitting a few sites and reading carefully you should be set.
not sure if you can jailbreak the first gen iPad at this point.. if you are on iOS 7 you are out of luck for the time being. I think the last untethered jailbreak was for ios 6.1.2. maybe 6.1.3. i say stick with 6.1.2. this guy is pretty good when it comes to info about jailbreak and i regularly check his site and youtube channel http://www.idownloadblog.com/2013/02/19/how-to-jailbreak-ios-6-1-2-with-evasi0n-1-4/
