if the id has been tried and wrong to many times will disable it and if phone reported stolen or lost to apple they can disable phone you can try and notify apple for assistance

Call apple and ask them for help. Your ID could have been disabled for security purposes. For ex. Someone was trying to hack your account, or you just forgot your password. By putting the password in unsuccessful a lot of times, apple disable your id for your security.
