There might be a shorted capacitor in the video amplifier section. You can locate it through the physical appearance of the capacitor it is blown up. Replace it with same value but you have to get first the voltage output across the capacitor it must be within the voltage capacity of the capacitor. If the voltage output is higher, there is problem with the voltage regulator in the power supply section.
If your tv is around 2-4 yrs or used 6000-8000 hrs, never replaced the lamp before it could be time to replace it.If you hear strange noises like buzzing or humming noises it could be the color wheel which is a little disc that has a gamma of colors and spins at high rpms. When the light of the lamp goes through it creates the colors on your tv.The other most common failure is the board that powers the lamp, which is called the ballast. When its bad it will make a clicking sound or like wanting to turn on. For parts you can find them in partstore.com shopjimmy.com or discount-merchant.com God bless.
Sound like the color wheel exploded. When this happens the tv will not let it turn on, now for the real bad news,,,, Toshiba does not supply just the color wheel, you will have to replace the entire light engine for around $450.00 to $650.00
You need a professional.
Stop using the TV until it is repaired. Continue to use it and your problems will multiply and grow more expensive.
Call the manufacturer to find you nearest authorized service center.
