The problem is most likely it burned out back light. If your screen turns on but you can't ever see anything on it, it is the back light that is not working. You can possibly fix it depending on the exact model, however, it is usually cheaper just to buy a new one.

Test the monitor on another computer, to eliminate the possibility that the computers graphics chip or card may have failed. Also if possible, test the computer with another monitor.

Assuming that the graphics card, the VGA cable and the power lead to the monitor are all working and in good condition, you are most likely ( as evidenced by the flashing led light), experiencing a protection state.

You have to check the back light of your lcd monitor. All lcd screen have a back light to illuminate the pixels. you can conform is the back light is faulty or not by watching the lcd screen nearby. Watch can you see any image (negative image) on the screen. you have to look very closely. if you see any image on the screen then the back light or the back light inverter is faulty.

You have to check the back light inverter board. Normally in lcd monitors you can see three circuit boards. power supply, mother board, and the inverter board. If available then try to replace the inverter board. There are high voltage transformers in this board. There is a chance for its winding get short. You will not get the transformer in open market. Try for the inverter board .

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). Try shining a flashlight on the screen, or without the flashlight, try to see if you can distinguish anything on the screen at all, if you do, the backlight is dead, or the monitor has an internal most likely unfixable problem.

If you plugged power cable, and Power button on monitor is not working, something's wrong with the eletronics. Go for a refund.

I had the same exact problem.
I removed the bulb and cleaned it. There is a small screen at the top of the bulb and it was covered with dust. Once it was cleaned I replaced the bulb and it solved the problem.
