Sounds like your trying to create a new account rather than login with an existing Apple ID? If you look in the iCloud settings do both devices have the same account there? If not log out of icloud on the one which has the incorrect account and login with the email and password used for icloud on the device configured correctly.

iCloud you can ignore, iTunes activation is another story but does not require an iCloud login. Normally for iCloud, you just tell it "Later".

Report the case to your icloud service provider so that they can block that account and give you new login details

Go to the cloud service, put login details (user name and password) and login.

go to www.icloud.com and sign in with your icloud account. regards

your iCloud username is your email address @me.com or @icloud.com and is usually the same as your iTunes account login details
