I may misunderstand here, is Photo Vault an app? Then you need to press the icon (on the desktop) until it 'shivers', then press the 'x' and confirm you want to delete the app.

If you refer to 'My Photo Stream', it's a part of Apple's iCloud. You can turn it off by choosing 'Settings' from desktop, then 'iCloud' and then 'Photos'. Here you can turn on/off 'My Photo Stream'.

If to have the iPad before the camera was added, you have the original iPad. If you synced the photos from your computer, you have to delete the photos by syncing with iTunes again, but you have to "uncheck" the albums or folders that you want to remove.
1.Connect the iPad to the computer and launch iTunes.
2.Click on the iPad name on the left side under devices.
3.Click on the Photos Tab on the right.
4.Uncheck all of the albums or folders that you want to delete from the iPad under the Sync Photos from heading.
5.If you want to delete all of the photos - uncheck the Sync Photos From heading
6.Click on Apply in the lower right corner of iTunes
Done.
