In my house we had a power surge, since then it hasnt turned on, my dad checked the voltage, none comin from the power supply, and the fuse is good, any idea what it could be?

Yes,this is the problems,might have bad plasma screen panel itself.Have a tv tech.to check it out.If the plasma screen panel it dead,tv not worth repairing.Plasma screen itself will cost the same as a new tv,if u able to buy it.

If relays are clicking, the problem could also be the diode connected to the relay or its own power supply. Check whether the relay is getting power enough to remain activated. This chattering can also be caused due to relays becoming weak or by short circuits on its load.
Here are some DIY steps that may help you fixing the
problem.
1. Check the power cord - check the cord it might be opened
(no continuity).
2. Check the internal fuse - sometimes the fuse fail because
of the power surge, replacing with new one will cure the problem, If this is
the case I've advice you to use surge protector/AVR (Automatic Voltage

Also check if your unit is under warranty before opening the
back panel, it will void the warranty. Avail it because the manufacturer of
your unit will fix it for free or a little charge only.
