The random whit dots you are seeing is more than not the DMD or million little mirrors board. The white spots represent some of the mirrors that are sticking in the on position. In that case they are always reflecting white light from the lamp. I don't concider the DMD board a do it yourself repair since on the older DLP set it requires mechanical alignment as well. The best thing to do is contact a techincian and see what they might charge to repair the TV for you. Please take a few moments to rate my answer...Thanks..

3 lights flash and TV will not turn on

Since your TV is a DLP, it could be the lamp or the color wheel. The flashing lights are a service code. Some TV manuals will describe the code and others require a service manual for the codes. Either manuals can be found online at a reasonable price. Here is a site I use.

My sharp DLP allows for the user to replace the lamp pretty easily so there is a chance you could be able to replace yours if that is the problem. The color wheel is a different story. That will probably require a service technician.

White spots on screen and growing every day

If these spots are small, they are likely the visual effect of a failing DLP chip. When some of the tiny mirrored surfaces on the chip stop moving, this is the result. This is not something you can fix yourself. A Samsung authorized service center will charge $400-$500 to replace it for you.
