This is an odd one!The water control valves has separate sets of wiring that travel through the dispenser control board. That gives an opportunity for strange things to happen as mentioned in your post. If you haven't replaced the dual water control valve and put the wires back wrong the next thing will be to test the 61005274 Dispenser Control Board

Try defrosting the fridge completely, this will tell you ifd the icemaker lines are frozen.
The ice maker is actuated by a solenoid.
To check if the lines are frozen , defrost the unit. Check the water valve connected to the hose at the back of the unit.
The ice maker solenoid is tested by reading the ohms on solenoid with a multimeter.
Other faults can concern the impeller pump that is sending water to ice maker, that is tested by energizing the pump. to disassemble the icemaker click the diagram below:

have you checked the fill tube on top of the ice maker for a ice clog? If so that usually indicates that the water solinioids in the back side are leaking thru the seal and are constantly letting water past the valve.
