why wont my optiplex 210l will not turn orange light is on
Normally, the amber power light means either a power supply or motherboard issue. There should also be lights on the back numbered 1-4 that give a specific error code depending on which ones are lit up. Here is a link to the manual so that you can figure out what the LED codes mean:

If you are referring to creating a slave HDD, then it is not necessary - as this model utilizes SATA hard drives, there is no master / slave concept; it is in the order in which you connect the drives to the connectors on the motherboard. If your reference is to the Optical drives with IDE, then connect the slave drive to the middle connector in the IDE (flat ribbon) cable & ensure the jumpers on both the drives are set to Cable select (CS) - this would be at the rear end of the drive. Connect the IDE cable to the motherboard & the BIOS will automatically assign the drive connected to the end as master & the middle as slave.

I think it is a power issue, which is usually indicated by amber light on dell systems. I came accross dell systems with similar indication and the issue was improper voltage either due to faulty power supply or bad connection.
Therefore, i suggest that: -
First, make sure that the connections and voltage to your system is proper.
Also, get the power sully unit checked by a professional for its proper functioning. I may require repair or replacement.

And install it.
Remember to select the windows you are running.
Renew also the other drivers there is outdated.
