You can directly remove iCloud account from iPad if you have iCloud password. The following steps will show you how to do that.

Step 1. Open the Settings app and go to "iCloud".
Step 2. Scroll down under all the settings to find "Delete Account" (or "Sign Out") and tap on that.
Step 3. Confirm the removal of the iCloud account from the device by tapping on "Delete" or "Sign Out".
Step 4. There will be two options: "Keep on My iPad" and "Delete from My iPad". If you wish to keep those data on your iPad, tap on "Keep on My iPad". If not, tap on "Delete from My iPad". Note that this will only delete data from your iPad and not the iCloud account.
Step 5. Sometimes, it requires iCloud password. And if you've forgotten the passcode or you have no password, the iCloud account can't be removed.

Once the iCloud account has been removed from the device, you're left with a blank iCloud login. Here you can either create a new Apple ID and accompanying iCloud account, or change to another iCloud account.

Right, you can only delete backups in iCloud, you can't remove the iCloud function from your iPad.

Tap Settings > iCloud. If you're using iOS 8, tap Storage > Manage Storage > Backups. ...Tap the name of your iOS device.Tap Delete Backup. When you're asked to confirm, choose Turn Off & Delete to turn off Backup and remove all backups for the iOS device from iCloud.

Back all your stuff up using iCloud and do a restore If you have not got I cloud set it up and use iCloud setting to chose what you what to back punier pic reminders and so on then back up it will only back up using wifi then restore your iPad it will give you a opinion what you what to restore form use iCloud but It may you have a app that send you info check that fist before restore

If you have iTunes installed on your computer you can back up all your apps and data on your computer. Then you should be able to plug in your new iPad air and migrate all the data to it.
