My mitsubishi wd 82738 will turn on only if you push the button on the tv it self. Then the volume raises to the loudest it can go. It will only turn down when you hit the volume up button on the tv but then goes right back to loud. The remote will not work to change the channel or volume and the only button that works on the tv itself is the power and the up volume which turn it down.

What you're describing sounds to me like "Windex syndrome". People sometimes clean the front of their TV by spraying it with glass cleaner like it's a window (which it basically is) and wiping it off. Unfortunately the cleaner can run down onto the circuit board where it damages the switches and wiring. This might be what's happening in your TV, although the same trouble can be caused by other things as well.
The way the front panel controls are wired, a bad switch can cause all of them to act up. The remote sensor is part of the chain too, and if it goes bad odd things can happen. If the set is in an area of high humidity the same trouble can develop because of moisture. One of the switches might not be operating correctly, or another part in the button chain may have gone bad. The microcomputer in the TV may be bad. If you've had a recent severe thunderstorm with nearby lightning, this may have affected the chip.
Try unplugging the TV from the AC outlet, not just turning it off. Let it sit for 5 minutes to make sure that capacitors have had a chance to discharge. Press a couple of the front panel buttons before plugging the set back in. Then plug the TV back in and see if you still have the same trouble. This process makes sure the microcomputer inside is fully reset and often gets the set going again.
If the trouble continues, someone will need to check the front panel switches and the circuit board. That's the area where the cause will be found.
