You need to buy a new cable, clarified by Ryobi Tech Support.
SOURCE: Ryobi RY08576 25.4cc was started without mixed fuel
If the engine is sticky ie harder to pull it might have to be pulled apart new piston and honing of cylinder. not difficult just a pain. If it doesn't seem any harder to pull, Drain all of the unmixed fuel. Put a few drops of 2cylinder oil in the spark plug hole and pull the starter a few times with the plug out of it. Put a few more drops in repeat. Replace the plug (new plug) Put in mixed fuel prime the system cross your fingers and it should start up for you.

Ok that's half the battle. Probably the easiest thing to do is to clean the carb. So I would get some carb cleaner and using the little tube that comes with it spray into the high and low ports on the carb. Then spray in the outlet side of the carb.
Ps. Remove the little black and white caps and turn the screws on each while counting the number of turns to close (this way when you put the screws back in then all you have to do is count the turns to put them back at the factory settings). Now remove the screws and gently put the tube in each port and spray.
Also you may as well clean the filter with soap and water and let it dry. Once the filter dries take some fresh oil and drop a couple of drops on the filter and make sure it's has a small amount of oil in it.
Let me know how things go! Good luck!
SOURCE: how do you change the fuel filter on a ryobi
Disconnect the fuel Line from the carburetor and, using needle nose pliers, grab the fuel line in the tank just behind the filter and pull the line and filter out of the tank. BE CAREFUL YOU DO NOT PULL THE LINE ALL THE WAY OUT OF THE THE TANK!! Pull the filter off and replace with the new one and put the new filter back in the tank, then reconnect the other end of the fuel line to the carburetor. Hope this helps!
