Hey David. The relay your looking for i think is called the flasher relay and its located under the dash to the left of the steering column. You should also have another fuse panel near that. The flasher will be the biggest relay on the that board. Squared and long. This is what it looks like in my '98 Grand Caravan and should be the same in your Voyager.
Hi I a 2003 Chrysler Voyager with a 3.3L V6 Engine. If you open up the hood the fuse box is located on the right side of the vehicle it is a rectangular black box.
check your fuse box for blown fuses, if thats not the problem....you have electrical issues with your whole dashboard---the dealer has to check that in detail.
Panels should be , one on drivers side under dash, should be a cover to remove, and another which is power distribution box under hood usually near front drivers fender.
