When activated, the power saving mode turns off some functions automatically. Radio configuration in power saving mode include the cellular radio (it is set to 2G/GSM only mode), the Bluetooth radio (it is turned off) and the Wi-Fi/WLAN radio (scanning for new networks in turned off but existing networks keep functioning). The power saving mode also reduces display power consumption by minimizingscreen brightness and by turning off touch screen feedback and theme effects. Hello, I didn't understand the problem.
1.After switch on and it goes to power saving mode , which can be visibly seen by changing the color of power led from green9or blue) to yellow.
First thing to be done is when it goes to that state "power saving mode" remove the video VGA cabl , and if the unit gives video message "no video signal" which stays for a while and usually goes again to power saving mode , this is OK,
So if there is no video signal on input it should work like this. so you have to check you PC.
Another way is to use laptop or other PC to check the monitor itself.
This is what i do whenever someone asks me to remove their PC from power saving mode.

Try clearing the NVRAM as follows: -Turn off the computer -Disconnect the monitor. -Unplug the computer. -Take out the video card. -Remove the CMOS battery for a couple of minutes. -Insert the battery. -Connect the video card and monitor. -Turn on computer.
Power save mode means there are no signals from your CPU to your monitor.
Check weather your cpu got power on by checking the fan is rotating or not.If it not then replace the power supply.If it working then
check your memory.Remove carefully & clean it and reinsert it.
Try going into your Start Menu then going into your control panel...then clicking on your "power options"....then switching the options to 'always on'..if this does not work..(as it seems you may not be seeing this because the monitor is in power saving mode) try fiddling with the setup option on your monitor and find a possible powersaving mode enabled function and disable it. every monitor is different so I couldn't really help you here...if this doesn't yield results try another monitor to see if it's the monitor having the problems or the computers video card...the video card could very well be the culprit...
Go to the control panel, then Hardware and sound, then under Power Options you will see change power settings. Select that and choose what you require.
So the only way you have to act is, turned off and directly on the mainboard, so do it carefully.
You'll have to find out, where, on the mainboard is located the battery, (a small coin like
unpluggable metallic piece)
Remove it and let all static electricity completely disapear, so, let the cpu power unplugged,
battery removed, for 1h,
Then, place back, battery, try to start again if not working it's hardwaire failure.
First you need to make sure that there are no other removable devices plug on the system, like usb, external hard drives, then if that will work try to go to the bios, press f2 when you see the dell logo, and go to the system setup, go to the boot device configuration and make sure that removable device is not the first boot device, if it is the first one choose hard disk and then second boot device ad cd rom/dvd rom and then disable the 3rd boot and the fourth boot device. Make sure to save the changes. And restart the system again. Once the computer is back and running try to go to support.dell.com and check the bios, download if there is a bios update for the system.
