What make and model 13 HP engine? The fact it is a wen does not matter... it is all about the engine that is used. Some Briggs for example are available with electric start. If you really want to get crazy you can get a mid sized air compressor, add a powerful pneumatic rotary tool, say in the 1/2 inch range... Then find a way to connect it to the output shaft on the motor and there you go...
But, I think it will be cheaper and easier to sell this and get what you need. If you are really determined look for a new engine that has the starter on it.

Check the gas cap. There is a vent to allow air into the fuel tank as the fuel is drawn out. If this vent becomes clogged, a vacuum can be formed in the tank. This can prevent gas from flowing to the carburetor.
Listen carefully when you remove the cap. If you hear a "whoosh," there likely was a vacuum.

The brushes need to be filed smooth or replaced. 15 minute job, remove 2 bolts on the generator cover ( side opposite the pull start ). Remove 2 more bolts holding a black plastic thing about 4 inches long on the left. Behing that piece, there is 1 bolt holding in the brushes ( red and white wire attached ). Remove the brushes and if they're not smooth, file down and reconnect everything. I was done in 15 minutes in the middle of Maine woods thanks to my Leatherman.

When was the last time this generator was run,allot of times they lose their magnetism from sitting so long? Also you may want to check your voltage regulator to make sure it is putting out the correct voltage..
