I think you need to try with an other sim card, probably it could be the simcard problem.If you find it is a device problem then try to update the device.

You can try to do factory reset on your tablet so that your tablet would get unlock. 1.Press the power-key and volume-down key at the same time until the phone get into the recovery mode.
2.Press home key to get into next interface.
3.There will be four choices: reboot system now;apply update from external storage ;wipe data/factory reset;wipe cache partition.
4.Use "Vol+" and "Vol-" to move the cursor up and down.
5.press power key to select wipe data/factory reset.
