This can be caused by water collecting in the door to tub seal. Best repair would be to replace the door seal.
SOURCE: Water won't completely drain from tub. Door seal is very moldy.
Had a simular problem. In my unit the water was not visible in the drum but you could hear it when you turned the drum by hand. The answer as told to me by the Maytag repair man: The machine is designed to hold the water after the cycle is complete. As he was replacing the boot seal he suggested to just leave the door open so the seal will dry out and not mold. This has been working for the past several years. No mold has appeared on the new boot seal.
From another source I read that the water is left in the machine for balance.

It is most likely the tub seal. Take the two phillips head screws out of the front cover located low on the cover lift forward and remove. Set the machine two low level and fill with water only no soap or clothes when unit starts agitating look at the bottom center of the clothes tub if water is leaking here then you will need to replace the tub seal and tub bearing assembly.

Hi, the E3 error means that the control board is detecting current going to the motor, but the motor won't turn properly. If the error code comes up all the time as soon as you press the power on button, then it means your control board is bad and reading incorrectly. If it only happens during a cycle, then you need a new motor unfortunately.

This is what I did and it worked. Remove the fabric softner blue pouch from the washing machine. Pour a small quantity of draino in the fabric softner resevoir. Wait until the draino drains. Pour hot water in the resevoir area to ensure that the hot water flows freely. This should take care of the problem.
