E21 means a blockage in the drain pump.
I would check the impeller spins freely. A coin from a pocket can cause that error as it gets stuck in the impeller.
You have a syphon - the waste pipe is probably too low and the end sits in water in the drain, meaning the water runs through the machine and out the waste.
its not the heat element its the water pump i would say it has gone to ground try disconnecting the water pump if the fuse does not trip then replace the water pump
check water pump filter if ok check pump assy......also check heating element with volt meter************TURN APPLIANCE OFF BEFORE TESTING ANYTHING**********************
