Just had this happen to my L100. First, take out the battery and wait a couple hours for everything to cool down and discharge. Then place the battery back in. Then plug the USB cord into the camera and PC. Then turn the camera on and it should be okay. Just worked for mine.
If the lens on the camera is stuck out,
look to see if it's a little crooked. If it is, try to gently straighten it.
If it still won't retract, try to gently push it in as you turn the power
on. If it won't turn on (the green light blinks and it beeps 3 times) push
and hold the 'power' button and the 'play' button at the same time for a few
seconds - it worked for my S730. Good luck!
i had this same problem with the Samsung L830 I had no camera experience so you know this is not too difficult.
I unscrewed the front cover by taking out the screws on the sides and bottom. (make sure you put them where they wont get lost they are very small)
Snap off the front cover
In the upper right hand corner next to the lens there is a cover with three screws in it remove this cover.
There Should be some gears if you remove the gears clean them and make sure it is running smoothly, then replace everything in the correct order it may solve your problem
If none of the other solutions work this is a more extrema option I had this same problem with the Samsung L830 I had no camera experience so you know this is not too difficult.

Sounds like what I just explained in my own fix to in subject: "Samsung L830 wont' work".
I found some junk in the gearwheels, so the engine got stuck, leaving the lens in some fixed position.
Small parts as do-it-yourself, but easy to get into as explained in other thread
