You shouldn't need two Apple IDs, or create two. You'll have problems synching the information from device to device. The Apple ID that reads as an email address, is really your user name, no matter what email you use. If you need to, retrieve password for your original ID, from itunes, go into your account and change personal settings, but you can't merge two accounts. It's not a good idea to have more than one.

I need to create new apple id and delete old one

You cannot delete the old ID, you can only log out and create a new one.
It depends on what kind of IOS you have. If it is up then 9, you need to open settings, scroll down a bit and you will see: iTunes Store and App Store, after this you need to click on your Apple ID and exit it.

!Create a new apple ID but it won't lett me download games so thats why I wan't to change my apple ID

Be careful getting too many Apple Ids, they can be tricky in the long-run if you have made purchases using an older ID. Those purchases will be bound to that ID forever. So you are never really allowed to forget the password of the old one unless you intend to forfeit the old purchases. Free stuff isn't that big of deal just delete and 'repurchase' them with the new ID and it will stop asking for the old one's password whenever you sync. Maybe one day Apple will make a way for our Apple IDs to be merged. The best solution for you re. purchasing not working is iTunes Support though. 800 myapple they will get you where you need to go. I would definitely talk to support before making a second ID.
