Just plug your iPad to PC, and you will find a folder named DCIM where there are all of your photos.
Or you can turn on the Photo Streaming button on iCloud. Once you take a new photo, it will automatically sync to iCloud, so you don't need to transfer all the time. Just make sure there is enough storage on your iCloud.

Well, it is easy to transfer photos from iPad to PC by enabling iCloud Photo Library. Go to settings > iCloud > Photo's > iCloud photo library. If so, you can safe some space by using optimize iPhone storage in that same settings panel. And you can import the pictures by logging in your iCloud account.
