Press Fn + F4 to enable/disable Num lock

Testimonial: "I appreciate this information it is the same as I have tried so I had to move on to a potential keyboard problem. Your response would be the solution if nothing else was wrong thank-you"

Try memory modules individually. See if any change.
Also post whether the Lock LEDs are solid or flashing

There is a lock 9 symbol above my f4 button on my latitude e4300 laptop and i would like to know what this means?

The lock 9 is for num lock.

Usually there is a 'Fn' button on the keyboard of a laptop. It has to be somewhere near the 'ctrl' 'windows' or 'alt' button on the left.

If you press and hold the 'Fn' key and then the numlock 9, you will toggle numlock on and off.

The 'Fn' of the key is normally written in another color. There are several buttons on the keyboard thet has a same color number or sign. To enable this signs and numbers, you have to press and hold the 'Fn' key and then the key with the desired number or sign.

There is a symbol above my f4 button on my latitude e4300 laptop and i would like to know what this means?

Not knowing what the symbol looks like, it is hard to say.
You have to press and hold the "Fn' button to enable the function

In most cases it is to change resolution and/or display options, if it is a sign with two rectangles / one rectangle.

Used to change resolution when connecting a projector or other external display
