You must have installed the said app on one of your devices, before and with the same email address you registered on Google play store.
This installation stays logged in against your email address/account.
Even when you change your device, you'd always see it displayed that you have such and such an app installed by you.
Though, you may not have the said app on the new device.
Typically, What's app requires a phone number attached to a device for it to work. Most tablets don't have cell phones built in, so Whats app won't run on them, or even load onto them.
There are work arounds. Search Google for "Installing Whats App on a tablet or a PC". I have Whats App installed on a tablet, using my landline phone number, and it works over WiFi.
Hello, Christina. I'm not sure of the make and model of your tablet or how old it is, but here are some tips. It sounds like, but I'm not positive, there may be a high number of background apps running on your device. Also when caches get full, especially on android devices, the system tries to find someplace to store new data and will flash a previous screen and fail. There are many apps that are cpu and transceiver intensive and use a considerable amount of battery power whether the screen is on or not. If the tablet is at its amperage limit and its plugged in, the charging voltage is being used to run the apps and the device has to be completely shut down to replenish the battery. Newer devices have better power management and no charge status indicates battery health decline. I would suggest clearing caches and deleting browsing histories in your browsers. Be sure to bookmark pages often visited for easy recollection and keep histories clear. Look through installed apps and remove anything that may be adware related. Check battery of your device it may be worn out. I hope this helps. Good luck and God bless.

Make sure by going to the Application Manager under Settings and verify that you haven't just lost the icon on some page. The playstore is normally loaded as part of the operating system for your device. There are places where you can download an installable file for the playstore, but some devices will not allow installation of downloaded .apk files, or require you to turn off a setting that prohibits installing downloaded files. Without knowing the mfr and model number of your device, who knows what you would have to do to get this app reinstalled if you truly have somehow deleted it. Not being able to update any apps simply means either you don't have access to the internet or that your apps update is programmed to function ONLY when you are connected to/through WiFi.
second, you can download standalone 'raw' apk files online and install on your tab.
