I tried going to settings menu nothing helped.... need to remove the irritating sound while starting and shuting down the LED tv

If by catscan sound you mean a high pitched whine? That usually indicates that the power section has had a part fail. The capacitors on the main board will cause this. You can take it to the shop but get an estimate first as the repair cost can be close to replacement as the prices keep falling. The repair parts are pretty cheap but the labour isn't.

This is likely your DVD player, not the tv.
First go into the setup menu of your DVD player and make sure "subtitles" are turned off.
Next, put a DVD into the player and when it gets to the menu, go into the audio setup.
If subtitles are turned on, turn them off. If subtitles are turned off, turn them on and exit the menu, then go back into the menu and turn them off again. I've seen this reset this same problem on some DVD players.

The brightness setting would never go so low that the menu would be invisible - this is a hardware problem, a part has failed.
In a plasma tv the image, in all its brightness, is generated in the screen itself. If you still have the full image , correctly rendered but almost dark it means that the Y-Sus board - the one that actually commands the screen - isn't receiving enough voltage from the power source. The tv must be opened, the power source inspected and the failed components replaced. This is a job for a certified repairman that must see the tv in person to fix it. Unplug the tv from the wall until you can call one, there is nothing more you can do.
