If your water heater is working (ie: making hot water) then most likely your heater isn't leaking. Rather, the leak is coming from the cold water supply and running down the tank where you see it at the bottom of the tank. A working tank that is leaking would produce a leak of hot water - not cold. You should carefully check the cold water piping for a leak, drip or stream of water and make the required repairs.
A leak may not be your first problem in that situation, but it's still frustrating. I do agree with Steve though, that you should be checking for a cold water leak to see if that's where you should be focusing your efforts. Look at the top of the water heater. Is it wet? if so look higher, a lot of times the pipes leak at the shut-off valve. on copper, look for green-that is where the leak will be.
You can also wrap your hand around the cold water inlet pipe and see if water is running down it.
Yes, steve is right. leakage is not present in hot water heater because if water heater is leakage then hot water leak not cold water. if you unable to repair cold water leakage then hire any heating service provider company like Heating NJ Repair Service Licensed Insured Heating Contractors
