Electrician said there is power to unit... Viking Tech said no power to fan nothing he can do until its removed.
It depends on the installation: larger hoods, intricate installs and liability concerns could all raise this concern by a tech. It should be simple to begin by checking for electric at the wiring connection inside the hood terminal box without removing the hood from the cabinet. If there is no power supplied to the hood then an electrician should correct the fault in the house wiring.

think i would call viking back and ask for refund of inspection fee and go by the bad switch scenerio the electrician said new fan that would be considered flaws in workmanship in most states dont know where you are located but pretty much same anywhere most inspectors for these companies always try to blame problems off on installers hold your ground and make them fix it and refund that" inspection " fee I've been doing electrical work for several (20+) years it takes longer than 5 minutes to troubleshoot something like that good luck

I did some more troubleshooting and figured out how to get the plate off that houses the switches. I disconnected the fan switch and created a safe electrical by-pass. I re-connected the main power supply and sure enough, the fan worked. Issue = defective switch. Currently looking to order replacement. Problem solved.
