On the MS Surface Pro 3, your USB drive is very important and it appears that your driver has been corrupted. The way to re-install this basic driver is to do the following once you cannot find any other way to put this driver back in:
1. Swipe in from the right and tap settings.
2. In the bottom right corner (way at the bottom) tap "Change PC Settings".
3. Go to the menu option "Update and Recovery" on the left. Select "Recovery".
4. One of the options in the main window is "Refresh everything without affecting your files".
5. Tap "Get Started".
Once you do this all the original drivers will be installed, preserving your data files, but losing your previously installed applications which will need to be reinstalled. This will fix the problem at this cost and may give you a faster machine as you won't probably install those bad apps anyways.

Can I guess these are some sort of music files like .MP3? Does your MSP3 have a USB port or a storage card like a mini SD? If so use it to transfer.
