Haier HLP21n blinking light error code.. Rinse and Spin lights blink...what does it mean?

Suggestion: In all probability it is your filter which is clogged. You did not mention you were periodically cleaning it out. I hv to locate where the filter is; meanwhile you can see as to where it is by referring to your manual. Will try to get back to you.

I have a Haier HLP21N that had the same problem. Three blinking lights and refused to spin. It turns out the issue was the lid. The left side plastic hinge had broken the week before. What I didn't realize is that when the lid closes, that back hinge pushes up a rod which tells the machine that the lid is closed and it's safe to spin. So check that hinge and if it is broken you will either need to order a new lid or find some material to stuff under the hinge so that it stays up. I chose the latter option. Just know that going the DIY route means that your machine will continue to spin if you open the lid going forward!

Look under it for a diagnostic manual

You got codes or something there if it blinks

May have a bad control board

Need that service manual to start your testing

Try holding Pressing the maximum level button until it starts.

When it stops post here what blinking lights are on.
Belt should have some movement. If you hear the motor straining but the tub is stuck then it will be worn, hot and flaking.
The water pressure switch can stop the unit
The safety switch can also stop the unit for out of balance. I would reload the washer and check if level as well. Then see if you get the blinking lights.

All error codes start with the letter "E". An error code of E11 will have the five indicator lights flash once and the Start indicator light flash once.

If the five indica

tor lights flash more than nine times, this signals a letter in the error code. The letter "A" stands for 10 flashes, "B" for 11, "C" for 12, "D" for 13, "E" for 14 and "F" for 15 flashes. An error code of EB2 will have the five indicator lights flash or blink 11 times, and the Start indicator light blink twice

Blinking light may be a error code----look closely and see if blinks in a sequence---3 blinks, pause 3 blinks or 5,5.

The blinking light means set is in protective shutdown, Do you see a sequence to the blinks?

I suspect for either of these units that the timer control boards are bad.
