Try resetting it by holding down the power button for 10 seconds.that would shut it down. Restart then try logging in. Try to factory reset using the combination buttons as listed below
look for a tiny reset pinhole along the case it may reset the tablet too All RESETTING Ways Below Holding Down Certain Sequence of Keys or Buttons will put Most Tablets or Android Phones in Service mode to Factory Restore to New.

Try to do a HARD FACTORY RESET
Might help you if you give make and model of your tablet

Try pin hole reset with paper clip or hold down on button and at sound button simultaneously or On button and up sound button simultaneously it should take you to a little widget going to give you instructions try youtubing factory reset I'm not sure if its the ups and down sound button that you have to hold with the on button its been awhile since I reset my nephews tablet and remember to remove the SD card good luck :-)

The FBI Virus is one of the most difficult to remove. I suggest you download and run HitMan Pro which is free for one time use. It will remove this. HitmanPro 3 Second Opinion Malware Scanner

That is a malware/virus. I got this on one of my PC's last year.. You will end up Reinstalling/Re-imaging/Restoring.
Manufactures Website for that model will have instructions how to restore to the "out of the box image". Sorry, but you have likely lost all your files..

You can download & install Malwarebytes AntiMalware software (Free or Paid version) ( http://www.malwarebytes.org/products/ )

Once Malwarebytes is installed, run the program and update the database if needed.

After updating, Click "SCAN NOW' button and after the scan click "APPLY ALL"

With the unit powered on, you unplug it from power source.

Then push and hold the power button for about a minute. THEN, replug back in and turn on. And cross your fingers.

Hold the power button down for about 8 seconds to force it off. Hold it till screen goes dark. Don't release if "power Off" dialogue pops up. Keep holding it to force off.
