I can turn the camera on and off. I can go through the mode and its menu. I put in a 4GB SD card. I can't figure out what to do.

This battery needs replacing after around 3-5 years and is the most likely cause of your problem - they recommend getting it done at an authorised service centre which is good advice unless you have a lot of technical skill - quite a fiddly job to do and to get to - also professional tools are recommended in order not to damage the camera. Konica Minolta have now passed service responsibility for this camera to Sony - please post back with your location and I can try to find a convenient service centre. The back-up battery in question is probably relatively cheap (you would have to get the serial number from it for me to check for sure), but the labour involved in replacing it may possibly make the replacement a bit costly, but still should be much less than a new camera of the same quality. Low battery maybe? Try holding camera firmly in one hand, with camera on and in record mode, and strike in on its edge firmly on the heal of your other hand. This technique is often sucessful with temporary camer 'quirks' like freezing, lens not fully retracting, etc.

If the shutter is stucked there is no external way to release it Have to show it at camera shop

There's a tiny slide switch on the side of the card. Slide it to the other position and try again.
But one thing I've noticed is that you mention that the card is 4GB. As such, it's likely that this card is an SDHC card. There is also a possibility that your A540 camera is not recognizing the card as the SDHC format came out well after the A540 was designed.
If you're still having problems with your 4GB card, recommend trying again with a standard SD card (2GB or less). 2GB standard SD cards are very inexpensive, and can be found on Amazon for about $7 with free shipping.
And hang onto the 4GB card. It will come in handy again someday.

This would need to be serviced something is wrong with the auto focus and this is inside the lens housing. I would take it into a camera shop and have the examin the autofocus.
