There is no such external reset buttons to modern TVs. There are two types of reset to TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight; will be better. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here. Best thing to do is let a TV repair engineer look to it and let him decide what is wrong. Perhaps it is a simple thing, to repair, but it also could be it is a very serious fault.
If you checked every thing, like the power is connected correct, there is no fuse blown, then it stops for a normal user and he / she needs an expert. Even an expert, needs more than a hint to make a correct diagnose.

Lamp timer reset for toshiba tlpx100

To reset the lamp counter:
  1. Turn power off and unplug the power cord
  2. Simultaneously hold down these three buttons: "ON/STANDBY", "RETURN", "DOWN" (the arrow down symbol)
  3. Plug in the power cord while still holding down the buttons.
    The Projector will emit a series of beeps.
  4. Turn on power using "ON/STANDBY" button and check that "0H" appears on the lamp time in the status display.
  5. Turn off projector using "ON/STANDBY" button
  6. Unplug power cord.

Toshiba tv no power

I have never heard of or seen a "power down button". Unplugging the TV and holding the power button for a minute or so sometimes will do a hard reset on the TV, is that what you seen?.
On your problem, chances are there was a spike that came down the power line when your power went out and it took out at a minimum the main fuse in the TV, you can remove the back and replace that fuse on the power board and see if it comes on or blows the fuse again, if it blows then look for a bad rectifier or shorted FET transistor in the hot section.

My Regza 32HL67 will not power back up

Try and unplug your set from the wall for about 15 minutes and see if it will reset like that. If not unplug it again and then hold the power button down. This sometimes may work.

Resets by itself to factory settings at least once every day. also will not hold favorites list once tv is turned off.

Unplug it, press and hold the power button down for 30 seconds, plug it back in and turn it on.

To reset the V-Chip on the Toshiba 19A21:

Hold the volume down on the TV - at the same time, press the number 1 on the remote. The TV will turn off and reset everything.

V-chip code forgotten

I found this to work on my Toshiba TV/VHS combo MV19M4 after trying others suggestions that had worked on similar models but nothing worked on mine. Maybe it will work for yours. Follow these steps:

1: Unplug the TV for 1 minute then plug it back in.
2: In the menu select "TV Set Up".
3: Move the blinking block to beside "V-CHIP Set" BUT DO NOT SELECT IT.
4: Hold in the number 1 button on the remote.
5: Hold in the volume down button on the TV.

Your TV will turn off. Give it a few seconds to reset itself and then turn it back on and you will have to completely reprogram your settings. When you go to the V-CHIP settings it will ask for your new code.

TV wont turn off

IT COULD BE THAT THERE IS SOME METAL DEBRI IN BETWEEN THE TWO BUTTONS ON THE MOTHER - CIRCUIT - BOARD YOU CAN UNPLUG THE TV OPEN IT UP THERE IS I BELIEVE 4 SCREWS THAT HOLD THE BLACK COVER ON THE BACK THEN THERE SHOULD BE TWO BUTTONS THAT HOLD THE CIRCUIT BOARD PULL IT OUT VERY CAREFULLY AND LOOK OUT FOR DEBRI. YOU COULD CLEAN IT WITH DISTILLED ALCOHOL AND A SOFT BRUSH YOU WILL HAVE TO UNPLUG THE SPEAKER CONNECTOR ON THE LEFT SIDE ALSO ANOTHER CONNECTOR THAT COME FROM THE TUBE HOPE THIS HELPS
