Sounds like your trying to create a new account rather than login with an existing Apple ID? If you look in the iCloud settings do both devices have the same account there? If not log out of icloud on the one which has the incorrect account and login with the email and password used for icloud on the device configured correctly.
Create a new Google account. Something happened to the old account, easiest to just create a new one. You might be able to reuse your old account name to make a new one.
It sounds like someone else is using your Apple ID and/or account. Does anyone else in your family use your account on another Apple device (iPhone, iPad, iPod)?
If not, you should contact Apple and also change your Apple ID password as soon as possible. If items are being charged to your account and you are sure you haven't given your account details to anyone, then changing your password will at least stop the unauthorized users from purchasing items with your account.
Time zone fixed this for me. I was having issues logging into Twitter account on iPad mini and directed me to set my time zone. Once I set the Time Zone to Set Automatically Twitter, iMessage and FaceTime worked.
FaceTime is a standard app for the iPad. That is for those who work with iOS7 and up.
Just swipe down on the scene to search and type FaceTime.
The app will open. Not on the iPad 1 or on this you did not upgrade.
Is really the message being showed is: "Check the connection."? I did not encounter that error in FaceTime. Did you already make a video call to other devices? I think internet speed contributes to your problem. If not, consider restarting the device. The error you are encountering can be just a bug in iOS 7.

a good way to check if you have facetime is to go to the settiings app and go to facetime panel there.
see if you are signed in and see how you can be reached (i have set up my mobile number and 2 mails where i can be reached by facetime)
in order for facetime to work the other person you are trying to contact must have facetime enabled (i.e. have iphone 4 or higher, have an icloud account ) a good way to test is to see if the person can be contacted through imessage
and make sure the person's phone number is listed as iphone in your contacts app
sometimes the iclod account may fail to connect to the Internet you can fix this by simply restart ing your phone
To set birthdate tap settings,tap FaceTime and make sure set to on.Tap apple Id then view account.Enter apple Id password then enter.Under security info tap manage apple Id.Enter password again then signin.Tap password and security ,then answer both security questions then tap continue.At bottom edit birthdate then tap save.
