Are you trying to print in thermal or thermal transfer mode? If thermal transfer mode, do you have the ribbon install correctly with the coated side facing towards the label? If using thermal mode, are you using thermal paper and are you trying to print on the coated side? Hold the feed button down and turn the printer on. Hold it down until the light stops flashing. At this point the printer will print a diagnostic dump. If nothing prints then either you have the media loaded wrong or something else is wrong with the printer.
It might be that the tsr is out on the cartridge. The tsr lets the printer read how hot the print head is and adjusts printing speed if necessary. I would think replacing the cartridge would fix the problem.

Unfortunatly this is the curse of Epson and most modern printers, to be able to print you need the full colour set available.
Been through the same thing myself as well as with family and friends.
It's very frustrating.

For XP use the Control Panel then Administrative Tools then Services. Make sure the Print Spooler service is running. If it is, stop it then restart it and try installing your printer again. :)
You should be able to replace the belt yourself by takeing the printer apart, if your not feeling confident about it then you should take it to a pro. a service manual may be availabe.
the printhead homes at the left side of the unit when in stop. turning it on, the head stays there. if you open the cartridge change door does the head come over to this position?
