You only see standby voltage if the power board is in "sleep mode" or PMW isn't enabled. Test the power on pin on the power supply, see if you see standby voltage there as you turn the TV on, if you don't look at a bad main, if you do it's a power board issue.
Sorry not familiar with this make set so I can't tell you what the blink code means. You've got standby voltage if you're getting a standby light, next thing to check is command to take power board from sleep mode to turn on the TV, if that looks ok test power supply voltages, if not good replace power board, if they look good then look at the main
HI there do check all circuit boards in back cover for any blown fuses or other electronic components , If all good then you will have to remove LCD screen to test LED lights . switch TV on from standby mode and shine a LED torch onto screen with room completely dark if ICONS do display ,Then i wood recommend for you start off checking your power supply circuit board or driver board . A easy way of checking if LED lights are working again in a dark room with TV switched on look through back cover vent holes for any light shinning through small openings this would determine if some or all back LED lights are blown.
Continuous blinks of standby LED indicates a main board fault. Just check this set after a reset. If it do not help you, replace the main board. To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. This procedure will make it a hard reset.

If the led comes on for an instant and then faints quickly, leaving the TV with no led, no blink code, and no power at all, then the fault is usually concerning the PSU board, or the power connection.
If you already replaced the cable, the next step is looking for bad solder joints on power cord connector, and then testing and eventually replacing PSU board.
