Everything but I am asked about talk talk service provider which I dont know
If you are using windows mail for your emails you can do the following. No the top left hand side of the email you will see , Reply , Reply to all , Forward , To reply to mail sent to you click on reply and type your message then click on send. To send the email to some one else click on forward , type in there address , type a message if you want, press send. To send a email to some one, click on email message top left hand corner. type there email address , message ,subject , press send.
I'll assume this is a general problem and not only on occasion. I'll also assume that you're using a "mail" app to read your mail.
If so: Some providers do not accept outgoing mail from a server other than what they see for your computer. They will Deliver, but if you're using wifi or a cell connection, it looks too much like someone else hacking in.
The workaround is to use a browser and the provider's "webmail address". I use Safari and bookmark my access. It remembers my password and turns ut to be easier to delete old mail. Log on to your provider's website and look for its mail options.
I need a bit more information. What happens when you try to reply? Do you see an option to reply, tap it, and nothing happens? Is there no option to reply? Or do you reply and get an error message?
With iPads or any iOS device, you can use the Mail app or you can go directly to your email providers website (examples would be Gmal.com or Outlook.com). If you are using Gmail, your email provider is GMail (a.k.a Google), if you are using Hotmail, Live, MSN or Outlook Web, then Outlook (owned by Microsoft) is your provider.
As Ewaldoh pointer out, some email severs recognize email coming from our own home computer and as as security precaution don't let portable devices like cellphones and tablets just muscle in, it's views as a security breach.
If you've set up your email by using the Mail app (adding the account in the Mail, Contacts, and Calendars setting) and you are having this issue, try deleting and re-adding the account to the iPad. If you've just been going to your email provider's site using the Safari browser, try adding the email to the Mail app as that makes it "official" in the eyes of most providers. Once added, try sending an email from your own email address to your own email address, then try replying to it and see what happens. Then try a test email form a friend or relative and try replying to that. If adding/deleting/re-adding to Mail app doesn't work, record any errors and post back here or call Apple at 1-800-275-2273 if your still in warranty, and we can give you more pointers. Most likely if that doesn't work you will be told to back up and restore your iPad "as new", add the email back to the Mail app, and try again. That will likely fix it, but if you restore your backup it could bring back whatever corruption was causing the failure, so be prepared for that.
If you'd like to test things out further before going that far,and you have an email account with another provider (or a relative or close friend who does), try adding the other email account to the iPad Mail app and see if an email from a different provider gives you the issue. That way you know if the problem is provider specific. Some providers such as AOL or local Internet providers (Frontiernet, local Centurylink, local RoadRunner, etc.) have issues connecting to mobile devices properly or have security settings that will interfere with them.
Good Luck!

Sometimes you get no reply emails. No use trying, because the mail address showing in the received mail, is fake, none existent.
