On the Tempra 29 there is a "safety thermal cut-out" on the top of each of the heating elements within the box. I have had to open it up before to push the breaker. They are a small red plastic push button on the top. Carefully press the braker button without touching the electrical wiring inside. I hope that works for you.

The reset button is kicking out because the themostat is not....The reset is a safety switch so to speak. It is there to turn off the element incase the thermostat does not. I nrare situations the reset can go bad and kick at too low of a temperature, but usually not.To check out what is actually happening you will need to replace the t-sta and see what happens or sit there with an electric meter and monitor what happens in what order, very time consuming...
My recommendation would be to just change the t-stat and rest bot at once and you will be good again.

Take off front cover, on the top of the two cylinders in there (the heating system) there will be a small red button. That is the Safety Thermal Cut out, depress that red button. It is similar to a circuit breaker. If the red LED comes on when you turn on hot water at a sink then that was the problem. I have on that trips periodically. Its annoying but not enough to replace the part yet. Good luck.

The manual says a MAX of 150 PSI but are you possibly asking the minimum water flow to activate the unit? If so it is .58 GPM or 2.2 l/min.
