If you are talking about Windows asking for a password and not the bios asking for a password. I have run into this problem before. If you can boot into safe mode you should see an admin user with the regular user /s. Click on the admin user hopefully it doesnt have a password or it has one you know then click start, click on control panel, if you dont have your system set for classic mode click it on the upper left corner of the control panel window, then click User accounts, click on the user you want to remove the password from. There whould be a choice for remove password or change password. Remove the password from there and then restart the computer. If you have lost or forgotten the XP administrator password, first reboot Windows XP in safe mode by re-starting the computer and pressing F8 repeated as the computer starts up. Then (in safe mode) click Start and then click Run. In the open box type "control userpasswords2" without the quotes.
You will now have access to all the user accounts, including the administrators account and will be able to reset the lost password.
Just click the administrators user account, and then click Reset Password.
You will need to add a new password in the New password and the Confirm new password boxes, and confirm by clicking OK.
All done, you have recovered the lost administrators password!

If it’s a BIOS password then there are several ways to do it, on older Toshiba's there is a “key” that you put in the parallel port to unlock it, or you can remove the BIOS battery (with the main battery and the mains out) then short out the pins for a few seconds (sometimes you have to strip down the base of the laptop to get to it, maybe half to an hours work if you know what you’re doing). If it has been written to a fixed memory, you’re stuffed and need to contact Toshiba with proof that it’s yours.
If it’s an XP / Vista user account password then you can either log in as Admin using safe mode (F8), or, as happens sometimes) you’ve removed/disabled the Admin account or forgotten ITS password as well then you need to clear the user account password file (ther are a number of programs that do this, I know which ones I prefer, others may have different choices)

I presume this is the CMOS or BIOS password.
Turn the unit over and find the ram cover, remove the ram locate the two brass bars near where the ram was. Take a paper clip and bridge them to short out and reset bios password.
replace ram and turn on

remove ac supply and battery from the laptop.. and press power button for atleast 30 sec.. it reset the CMOS memory.. this is what toshiba technical support person told me to do when i called to them way back..
